Pertamina EP Tambun field to produce up to 10,780 bpd this year

Bekasi West Java -Pertamina EP says that the firm aims to produce between 10,450 and 10,780 barrels of oil per day (bpd) from the Tambun field in Bekasi, West Java this year, or between 95 and 98 percent of its target of 11,000 bpd.

The company’s manager for the Tambun field, Dean Rusdi, revealed that from January to Oct. 7, the field’s average production stood at around 8,000 bpd.

“[The failure to reach the target] is caused by declining production from several oil wells and the increasing water content,” he told a delegation of journalists visiting the field on Friday.

He revealed that currently there were 65 wells at the Tambun field.

Pertamina EP, a wholly owned subsidiary of state oil and gas company PT Pertamina, had applied enhanced-oil recovery (EOR) technology of water injection at 14 wells to ramp up their production, he added.

Oil produced at the field is delivered to the Balongan refinery in West Java to be processed through a pipeline network which can channel between 10,000 and 11,000 bpd. The field has a total storage capacity of 25,000 barrels.

According to upstream oil and gas regulator BPMigas data, for the period spanning January to Sept. 5 this year the oil production of Pertamina EP remained at 122,350 bpd, much lower than the government target of 132,000 bpd. The government expects the company to produce 135,000 bpd in 2012.

In addition to oil, the Tambun field also produces natural gas. Its production average as of Oct. 7 reached 60 million standard cubic feet per day (mmscfd), surpassing the target of 59 mmscfd.

Pertamina EP was also continuing to look for further oil reserves at the field; the company had just completed production tests at Pondok Berkah well, Dean said. He added that the well might produce between 800 bpd and 1,000 bpd of oil and 7 mmscfd of natural gas.

“The well is an exploration well with a depth of 2,500 meters. We’ve completed the test, but we can’t start the production yet because we need permission from BPMigas,” he said.

When asked about the company’s relations with people who lived near the field, Dean said Pertamina EP had created a good relationship with local people through its corporate social responsibility programs (CSR).

“However, sometimes there are disturbances. Some people or non-governmental organizations stage rallies. If there’s a demonstration, we have to stop drilling activities, it causes losses for us,” he said.

People usually protested about the noise from the field’s activities and damaged public roads caused by heavy equipment, he continued.

The Australian Medical Association (AMA) :PBS delays will cost Australia

Australian patients could suffer under the federal government's changes to the Pharmaceutical Benefits Scheme, the peak doctors body says.

The Australian Medical Association is urging the government to reverse its decision to delay new listings to the PBS - a decision it made in February because of budget constraints.

Under the old system, medicines costing the government less then $10 million to subsidise got the go-ahead automatically if approved by an independent expert committee.

But cabinet now gets to delay consideration of all new drugs regardless of whether they've received the tick from the Pharmaceutical Benefits Advisory Committee (PBAC).

AMA president Steve Hambleton, who spent two years on the committee ending in 2009, said the delay had already created a backlash among big drug companies.

A number of major pharmaceuticals have written to a Senate inquiry set up to investigate the changes, warning of a slide in investment and that it will take longer for new drugs to get to Australia.

Dr Hambleton said it was a big concern, and one the government had itself invited.

"We actually suggested to the government that if they proceeded with this change it would invite a political response," he told the National Press Club on Wednesday.

"This is really a political response if the companies are saying we are thinking of downgrading Australia's priority in our rolling out of our drugs."

The Senate inquiry, put forward by the coalition, was set up in June to examine how the government administrates its PBS, and is due to report back in August.

So far it has received 52 submissions, including those from major pharmaceutical companies, such as Pfizer, GlaxoSmithKline, Janssen-Cilag and AstraZeneca.

All said the government's decision had created uncertainty for the sector, which would factor in future decisions to hold clinical trials in Australia or to put new drugs on the market.

"The end result being that Australian patients will have to wait longer to access medicines," AstraZeneca's submission reads.

The companies also argued that the government was undermining its own PBS by dismissing the recommendations of the PBAC and criticised the new system as a method of saving money.

Janssen-Cilag noted that one of its drugs delayed for consideration - Sustenna - would add just under $3 million to the PBS in 2011/12 and just over that amount in 2012/13.

The cost was modest given the potential benefits for Australians suffering from schizophrenia, the company said.

Dr Hambleton said he understood the government's budget constraints, but stressed that the PBAC also considered cost implications when assessing new medicines.

"It's one of the most rigorous ways of actually looking at cost-effectiveness," he said.

"The reality is we are greatly concerned that drug companies may downgrade Australia.

"We may not get innovations until much greater in the cycle and our patients will suffer."

Some documents that Wikileaks leaks in future will no doubt seem mundane to some people, but interesting to others. A lot of people don't bother to read the business pages of the daily paper, yet the section is still important enough for the paper to publish it every day.

As each analysis nears completion we will trickle in more material. We'll need many thousands of active analysts to transform extensive source material into something journalists can use easily. We do not require that every source document is analyzed, but it is important to get the framework right so political impact is strong.
